|Purpose / Objectives||
The activity is for R&D purpose pursuing establishment of a new technology, the cellulosic ethanol production technology. The technology can produce ethanol from cellulosic biomass such as sugarcane bagasse, agricultural residue, etc. which the Philippines has a lot. Those biomasses are non-edible, and thus, can avoid competing with food security. For the technology establishment, a pilot trial (demonstration test) is planned to be conducted in the Philippines for a limited period. A pilot plant to demonstrate cellulosic ethanol production is to be constructed.
Genetically modified yeast (GMY) is to be used in ethanol fermentation process for a high ethanol yield in the pilot trial. The host yeast of the GMY is a wine yeast and has been used in wine distilleries for a long time in Japan. And foreign genes for the GMY are derived from microorganisms recognized as safe. Hence, it is officially declared that the GMY has no risk of causing illness or harm in human.
In the pilot trial, there are 2 places handling the GMY. One is the laboratory for culture of the yeast and analysis of culture fluids, and the other is the fermentation facility (culture tank, fermentation tank etc.) of the pilot plant. The laboratory and the pilot plant are contiguous. Since the GMY is considered to be safe, the facilities for the yeast are designed in compliance with Biosafety Level 1 (BL1 or BL1-LS) of physical containment defined in “The Philippines Biosafety Guideline for Contained Use of Genetically Modified Organisms (GMOs)”.
|Conditions for Approval||
a) All activities shall be conducted at the Plant Site of Central Azucarera Don Pedro, Inc. in Brgy. Lumbangan, Nasugbu, Batangas.
b) The proponent shall adhere as close as possible to the schedule of activities reflected in the submitted Gantt chart.
c) Any modifications in the schedule and additional activities must be communicated to the DOST-BC for information and/or approval.
d) All confinement measures should be in place prior to the commencement of the activities.
e) Signage should be in place indicating that the facility is a restricted/limited access facility and only those personnel approved by the DOST-BC maybe allowed access.
f) Monitoring for biosafety compliance shall be conducted by the Institutional Biosafety Committee
(IBC), report of which shall be submitted to the DOST-BC within five (5) working days after the conduct of the monitoring activity.
g) Measures to limit access of unauthorized persons should be strictly observed during conduct of the experiment and that the designated facility must be kept secured at all times.
h) The DOST-BC shall be informed in advance of any visitations by unauthorized personnel for approval.
i) The DOST-BC shall be informed immediately of any intrusion by unauthorized persons.
j) The proponent shall ensure that stray animals are excluded from the facilities at all times;
k) In case of undue destruction in the facility resulting from unauthorized entry of personnel or breach in containment, the proponent shall implement measures to prevent the inadvertent escape of any viable materials to the outside environment.
l) The proponent and the supervising IBC shall be held accountable for the undue destruction of the experimental materials and the consequences that their inadvertent escape may cause to the surrounding environment.
m) All viable materials within the experiment area shall be duly accounted for.
n) Movement and disposal of all materials shall be in accordance with the DOST-BC guidelines and disposal procedures specific for this facility.
o) The proponent shall comply with additional requirements that the DOST-BC may impose, as necessary, during the experiment period.
p) The IBC shall submit to the DOST-BC progress report every quarter.
q) The proponent shall submit through the IBC a completion report within 90 days after completion of the experiment.
r) The IBC shall submit to the DOST-BC a report on the completion of this project, in the prescribed format not later than 120 days after completion date.
